Dams are considered one of the most important projects established by countries to plan for the management of water resources in the long run. However, the construction of dams is not without controversy between the various sectors, as there is a group concerned with the benefits achieved from its establishment, and a group that believes that the establishment of these dams will result in the occurrence of non-positive effects for the geographical areas that established in it.
Accordingly, and for the purpose of presenting all opinions and converging views, the Apso Organization for Water Sustainability held a discussion seminar on the establishment of the Makhoul Dam, and all concerned parties were invited to exchange views, whereby the Minister of Water Resources, Engineer Mahdi Rashid Al-Hamdani, and the Administrative Undersecretary, Mr. Raed Al-Jashami of the ministry, and a group of managers banned The two-year-old, the Governor of Kirkuk, Mr. Rakan al-Jubouri and his deputy, the head of the General Authority for Antiquities and Heritage, Mr. Laith Majid, notables and tribal sheikhs in the governorates of Salah al-Din and Kirkuk, academics from different universities in and outside Iraq, visual and written media, activists from websites, a large number of people interested in The field of water and the construction of dams, and the discussion seminar included the following topics:
Does the Iraqi water resources system need to establish new dams to increase the strategic reserves? The environmental impact of the Makhoul dam and the increase in vegetation cover, the geological formations of the dam area. The security and social impact of the dam and the possibility of employing the unemployed (creating job opportunities for the villages and areas surrounding the dam), the issue of antiquities and the effects of constructing the dam, and ways to better deal with the protection of antiquities before and during the construction of the dam. Procedures of the Ministry of Water Resources regarding the construction of the dam and the protection of antiquities and population.
The dialogue was moderated by Dr. Faisal Al-Adhari / Secretary General of the APSSO Organization. The participants in the symposium gave presentations that enriched the symposium with dialogues and clarified the measures taken by all parties, namely:
